Seasonal Weeds Inspector – BNS

Website City of Indianapolis and Marion County

Job Overview: Seasonal Weeds Inspector (BNS)

The Department of Business & Neighborhood Services (DBNS) is hiring Seasonal Weeds Inspectors to support code enforcement across Indianapolis and Marion County. This role is central to the city’s mission of improving quality of life by ensuring residential and commercial properties remain compliant with the Revised Code of Ordinances regarding high weeds and grass.

As an inspector, you are the “eyes on the ground,” responsible for identifying violations, documenting evidence, and coordinating with vendors to restore neighborhood standards. This is an ideal role for someone who enjoys a mix of field research and administrative coordination.

Key Responsibilities & Field Operations

Inspection & Case Management

  • Field Audits: Conduct on-site inspections for high weeds and grass across various city sectors.

  • Evidence Documentation: Create and manage investigation cases, including reviewing abatement photographs for accuracy and legal compliance.

  • Data Entry: Record inspection results and abatement outcomes directly into the city’s tracking systems.

Administrative & Research Support

  • Property Research: Use city databases to identify property ownership, registered agents, and tenant information for violation cases.

  • Public Notice: Print and mail official notices of violations and subsequent invoices to non-compliant property owners.

  • Communications: Act as a point of contact for citizens, directing concerns to appropriate staff and answering phone inquiries regarding active cases.

Vendor Coordination

  • Abatement Logistics: Provide authorized vendors with lists of properties requiring nuisance abatement (mowing/cleanup).

  • Vendor Liaison: Communicate with vendors to verify completed work or obtain additional information for case closure.

Requirements & Qualifications

  • Education: High School diploma or equivalent; college-level coursework is a plus.

  • Licensure: A valid driver’s license is required for field inspections.

  • Skills: * Effective oral and written communication.

    • Basic computer proficiency for data entry and research.

    • General knowledge of Indianapolis city streets and neighborhoods.

    • Ability to maintain highly accurate records for legal enforcement purposes.

Demographics & Economic Impact of Code Enforcement

Code enforcement roles like the Weeds Inspector are critical in managing the urban landscape of Indianapolis. The following data highlights the environment in which DBNS operates:

  • Regional Scope: You will serve a population of approximately 880,000 residents in Marion County.

  • Racial Composition of Indianapolis: * White: 51.9%

    • Black or African American: 29.1%

    • Hispanic or Latino: 11.2%

    • Asian: 4.1%

  • Economic Context: High weeds and “blight” are statistically linked to property value fluctuations. In Indianapolis, where the median household income is approximately $59,000, consistent code enforcement helps protect the equity of the 54% of residents who are homeowners.

  • Workforce Diversity: The City of Indianapolis is an Equal Opportunity Employer, actively recruiting from a labor pool that is nearly 30% minority-owned or operated in various service sectors.

The Organization & Culture In 2026, the Consolidated City of Indianapolis and Marion County (commonly known as “Unigov”) operates as a singular, streamlined executive and legislative entity. Under the administration of Mayor Joe Hogsett, the organizational culture is defined by “Resilience and Neighborhood-Centric Service.” With a 2026 budget focused on “Public Safety, Infrastructure, and Housing,” the workplace environment is described as “Mission-Driven and Collaborative.” Employees across various departments—from Indy Parks to the Office of Finance and Management—are unified by a “Hoosier Hospitality” ethos that prioritizes accessibility and community engagement. While the scale of the organization (serving nearly 1 million residents) creates a high-pressure, fast-paced atmosphere, internal sentiment highlights a strong sense of pride in building a “competitive, inclusive, and healthy” city.

The Indianapolis Presence: The “Unigov” Hub The city-county operations are anchored in the heart of downtown, serving as the civic pulse of Indiana:

    • The City-County Building: Located at 200 E. Washington St, this iconic 28-story tower houses the Mayor’s Office, the City-County Council, and essential judicial and administrative departments. It serves as the physical “Control Room” for Marion County’s 403 square miles.

    • The “Indy Action” Initiative: In 2026, the city is aggressively implementing its “Streets to Home” strategy, a multi-agency effort managed from the downtown hub to end homelessness by 2028. This involves unprecedented collaboration between the Department of Metropolitan Development (DMD) and local non-profits.

    • Digital Government Center: The 2026 strategic plan emphasizes “Modernizing the Resident Experience.” Through the RequestIndy portal and the Mayor’s Action Center (MAC), the city has centralized community reporting, making it a leader in tech-enabled municipal responsiveness.

    Workplace & Strategic Highlights (2026)

    • Strategic 2026 Focus: “The Downtown Resiliency Strategy”

      • Infrastructure Boom: A major 2026 win is the nearing completion of the Indiana Convention Center & Signia by Hilton expansion, a $1 billion public-private partnership projected to open later this year, revitalizing the Georgia Street corridor.

      • Land Use Evolution: In spring 2026, the Marion County Land Use Plan and Map will be officially adopted, providing a new interactive “Pattern Book” to guide equitable development and transit-oriented growth along the Blue and Purple lines.

    • 2026 Compensation & Roles (City-County Market):

      • Public Safety Excellence: IMPD Recruits start at $74,459 in 2026, with probationary salaries rising to $78,032. This reflects a strategic push to enhance recruitment and retention through competitive pay and a “Rotating Schedule” model.

      • Professional & Technical: Project Managers and Data Analysts within DMD or Public Works typically earn between $62,000 and $98,000, with a focus on “Skills-Based” advancement.

      • Operational Support: Roles in Indy Parks and Recreation or Code Enforcement range from $19.50 to $28.00 per hour, often serving as entry points for long-term civil service careers.

    • Comprehensive 2026 Employee Benefits:

      • The “PERF” Pension: Employees participate in the Public Employees’ Retirement Fund (PERF), providing a stable, defined-benefit retirement—a major differentiator in the 2026 talent market.

      • Health & Wellness: Includes “No-Waiting Period” medical, dental, and vision insurance, plus access to the Employee Wellness Clinic for free visits, labs, and generic prescriptions.

      • Life-Balance Perks: Benefits include Paid Parental Leave, 12-15 paid holidays, and specialized “Tuition Reimbursement” programs for those pursuing degrees in public administration or urban planning.

Strategic Values: “Inclusivity, Safety, and Transparency”

    • The “IMPD Strategic Roadmap”: Launched in early 2026, this five-year plan focuses on “Supporting Staff, Building Trust, and Enhancing Safety,” utilizing new transparency tools to make police data accessible to the public in real-time.

    • Equitable Growth: The “Indy Parks for All” master plan ensures that every 2026 investment in green space is viewed through an equity lens, prioritizing underserved neighborhoods to improve long-term health and safety outcomes.

    • Fiscal Discipline: The 2026 budget maintains a “Financially Sound and Stable” municipality, leveraging TIF (Tax Increment Financing) districts to fund signature projects like Elevator Hill and the Elanco Animal Health HQ on the west side.
