Primary Objective
The appointee is tasked with directing and supervising the design, execution, and delivery phases of various development schemes. This involves managing the entire lifecycle of multiple projects from initial planning through to the final handover process.
Detailed Responsibilities
Procurement & Initiation: Coordinate across internal units to launch job requisitions for the acquisition of specialized works and services.
Strategic Oversight: Direct various business projects simultaneously, tracking milestones to ensure successful delivery that mirrors the firm’s growth targets and strategic vision.
Operational Control: Execute contractor-led acceleration and mitigation plans—covering resource distribution and procurement—while maintaining transparent dialogue with stakeholders via structured communication frameworks.
Scope Management: Oversee the modification request process, ensuring all changes to budget, timeline, and scope are clearly analyzed and shared with relevant parties.
Knowledge Transfer: Provide high-level guidance on the creation of training guides, user manuals, and technical archives, working with the Section Head to ensure clients receive a seamless transition at handover.
Process Integrity: Enforce rigorous delivery methodologies to guarantee that developments remain within authorized financial limits and meet scheduled deadlines.
Risk Mitigation: Continuously detect and evaluate potential project threats; establish robust control mechanisms to protect the project’s quality, cost-efficiency, and timeline.
Goal Alignment: Collaborate with partners to define specific success benchmarks, performing regular audits to ensure the project trajectory remains consistent with broader corporate goals.
Regulatory Liaison: Ensure total adherence to regional building codes and statutory laws, managing the approval and inspection cycles with government entities and regulatory bodies.
Financial Tracking: Conduct periodic audits of actual spending versus planned budgets, delivering precise financial performance data to the organization.
Standards Adherence: Maintain high levels of ethics and compliance in project governance, following industry best practices and internal organizational mandates.
Client Relations: Act as the lead interface for clients, partnering with the Executive Director to navigate project planning and resolve complex issues as they arise.
Cross-Functional Partnership: Work with technical leads and sector specialists to ensure the engineering and technical aspects of projects are delivered efficiently.
Relationship Building: Develop strong professional networks with development partners and colleagues, utilizing proactive problem-solving to navigate sophisticated business environments.
Technical Guidance: Offer subject matter expertise to the wider team during critical project activities.
Executive Reporting: Aggregate and refine project data for presentation to the Senior Management team as required.
Industry Leadership: Maintain an active awareness of global real estate trends, innovative technologies, and modern project management methodologies.
Professional Requirements
Experience: A career span of 10–12 years, featuring 4–6 years in a managerial or lead project role. At least 3 years must be with a reputable contractor, developer, or consultancy.
Education: A Bachelor’s or Master’s degree in Civil Engineering or a closely aligned technical field.
Certification: Formal professional accreditation in Project Management (e.g., PMP).
Regulatory Knowledge: Deep familiarity with Dubai construction legislation, UAE Building Codes, and environmental mandates.
Software Proficiency: Advanced use of MS Office (PowerPoint/Power BI) and expert-level skills in Primavera or equivalent scheduling software.
Technical Expertise: Mastery of engineering principles, construction management, and architectural design standards.
Soft Skills: Exceptional communication, stakeholder negotiation, and the ability to manage organizational change.
Risk & Planning: Proven expertise in identifying disruptions and managing complex project scopes and budgets.
