You will lead a multidisciplinary team—including Project Coordinators and Community Activators—to deliver tangible infrastructure improvements like Street Labs, safe school routes, and speed intervention tools. This position sits at the intersection of technical engineering, data-driven decision-making, and intense community engagement, requiring a leader who can navigate politically sensitive environments to deliver practical safety solutions for all Edmontonians.

Key Responsibilities

  • Team Leadership: Supervise and mentor Project Coordinators and Community Activators, fostering a culture of accountability and professional growth.

  • Full-Lifecycle Management: Lead projects from initial planning and design through procurement, construction, and post-installation safety evaluations.

  • Strategic Engagement: Collaborate with Communications teams to design and implement public engagement processes, ensuring community insights inform engineering decisions.

  • Financial Stewardship: Manage project and program budgets, ensuring accurate cost forecasting and adherence to the City’s financial standards.

  • Operational Coordination: Liaise with internal field crews, external consultants, and contractors to ensure construction aligns with neighborhood needs and project timelines.

  • Public Relations: Respond to complex public inquiries via the POSSE system and act as a representative for Safe Mobility initiatives.

Required Qualifications & Skills

  • Education & Experience:

    • University Degree (Engineering, Architecture, Business, etc.) + 6 years of progressive project management experience OR

    • Diploma/Trade Certification + 8 years of progressive project management experience.

  • Licensing: Valid Alberta Class 5 Driver’s License (ability to obtain a City Driver’s permit is required).

  • Technical Proficiency: Advanced skills in Google Workspace and web-based communication tools; understanding of PMBOK best practices.

  • Physicality: Ability to perform site visits involving walking, standing, and bending in various weather conditions.

Assets:

  • PMP Certification.

  • Experience with Vision Zero principles or transportation planning.

  • Familiarity with Edmonton’s “mature neighborhood” infrastructure challenges.

About the Program: Vision Zero Edmonton

Edmonton was the first Canadian city to officially adopt Vision Zero, a global strategy to eliminate all traffic fatalities and severe injuries. The Safe Mobility Section focuses on the “Safe System” approach, acknowledging that humans make mistakes and that roads should be designed to minimize the consequences of those errors.

Market & Industry Context: Edmonton Mobility (2026)

As of March 2026, Edmonton is entering a critical phase of its City Plan, which aims to accommodate a population of 2 million people while shifting 50% of trips to transit and active modes.

Current Trends:

  • The “15-Minute District” Model: The Safe Mobility team is currently prioritizing “District-level” safety, ensuring that residents can safely access essential services within a short walk or bike ride.

  • Economic Impact: The 2023–2026 Capital Budget has allocated significant funding to neighborhood renewal. Project Managers in 2026 are increasingly focused on “Tactical Urbanism”—using low-cost, high-impact materials to test safety changes before permanent construction.

  • Technology Integration: Project management now involves heavy use of AI-driven traffic analytics to identify “near-miss” hotspots before collisions actually occur.

Career Growth & Progression Path

  • Senior Project Manager: Lead city-wide mobility strategies and manage larger, multi-million dollar infrastructure programs.

  • Program Manager / Director: Oversee the entire Safe Mobility section or transition into broader City Operations leadership.

  • Urban Policy Consultant: Leverage your experience in public engagement and Vision Zero to consult on national transportation safety boards.

Interview Preparation Insights

  • Conflict Resolution: Given the “politically sensitive” nature of removing parking or adding speed humps, prepare a specific example of how you navigated a disagreement with a community group or stakeholder.

  • The “Safe System” Philosophy: Be ready to discuss how you balance engineering standards with community desires. Familiarize yourself with the Safe Mobility Strategy 2021-2025.

  • Budget Accountability: You will be asked about your experience managing public funds. Be precise about the scale of budgets you have managed in the past.

  • Leadership Style: Since you will manage “Community Activators,” emphasize your ability to lead non-technical staff toward technical project goals.

Perks & Benefits (City of Edmonton)

  • Competitive Compensation: Annual salary up to $121,754 with a standard 33.75-hour work week.

  • Hybrid Work: Eligible for a flexible work arrangement (Home/Office mix).

  • Pension & Benefits: Participation in the Local Authorities Pension Plan (LAPP) and a comprehensive health/dental package.

  • Professional Development: Access to City-funded training and leadership programs.

Vision Zero & Safe Mobility Portfolio

As a Project Manager in the Safe Mobility Section, you are at the forefront of Edmonton’s “Vision Zero” strategy—a goal to eliminate all traffic-related fatalities and serious injuries by 2032. You will lead a team of Project Coordinators and Community Activators to deliver tangible, neighborhood-level safety interventions.

    • Vision Zero Street Labs: Collaborative projects that use adaptable traffic calming measures (curb extensions, medians) based on community-identified safety concerns.

    • Traffic Calming Measures: Strategic installation of speed humps, speed tables, and interventions on low-compliance roadways.

    • Safe Crossings: Upgrading pedestrian crossing locations with overhead flashers, rapid flashing beacons, or full signalization to improve community connectivity.

2026 Edmonton Transportation & Union Insights

Operating within the City of Edmonton in 2026 involves navigating a specific political and labor landscape.

    • CSU 52 Collective Agreement (2025–2027): A new 3-year agreement was signed in early 2026. It includes a 3% general wage increase effective December 14, 2025, which is reflected in the current posted salary range.

    • Hours of Work Review: The 33.75-hour work week is currently a point of discussion under the new collective agreement. You should be prepared for potential shifts in scheduling or “Variable Hours of Work” options as the City optimizes its operations.

    • Data-Driven Prioritization: In 2026, the Safe Mobility Section heavily utilizes a Gender-Based Analysis Plus (GBA+) lens. This means project prioritization isn’t just based on collision volume, but on equitable access to safety for residents who may not use personal vehicles.

    • Technical Stack: Expect to use POSSE (the City’s land and asset management system) to respond to 311 public inquiries and track project statuses.

    Qualifications & Requirements

    • Education & Experience:

      • Degree: Engineering, Architecture, Business, or PM + 6 years of experience.

      • Diploma/Trade: Related field + 8 years of experience.

    • Mandatory License: Valid Alberta Class 5 driver’s license (or equivalent) and the ability to obtain a City Driver’s permit.

    • Physical Stamina: While primarily an indoor/office role, you must be able to perform site visits that involve walking, standing, and bending during construction evaluations.

    Total Rewards & Benefits

    • Pension & Health: Participation in the Local Authorities Pension Plan (LAPP) and a comprehensive health/dental benefits package.

    • Hybrid Work: Eligible for a hybrid arrangement per the CSU 52 Letter of Understanding, typically allowing for a mix of home and office days.

    • Professional Development: The City encourages PMP certification and offers continuous learning support for leadership and financial management.

    Application Insider Tips

    • Emphasize “Soft Power”: Since you will lead “Community Activators,” highlight your experience in public engagement. The City values PMs who can navigate “politically sensitive environments” and resolve conflicts with residents over neighborhood changes.

    • Vision Zero Alignment: Mention your commitment to the “Safe Systems” approach—the idea that the transportation system should be designed to account for human error.

    • GBA+ Awareness: If you have experience with intersectional analysis or designing for diverse populations, make this a focal point of your cover letter.
