Job Overview: Project Engineer – Water & Wastewater

Infrastructure Engineering & Construction Inc. is seeking a dedicated Project Engineer to lead the construction of critical water and wastewater treatment facilities in the Houston area. This role sits at the intersection of civil engineering and high-stakes construction management, requiring a candidate who can oversee complex infrastructure projects from initial planning through to final commissioning.

This is a “boots-on-the-ground” leadership position designed for an engineer who thrives in the field and is committed to environmental responsibility and public safety.


Key Responsibilities & Engineering Scope

Project & Resource Management

  • End-to-End Oversight: Manage all phases of treatment plant construction, including detailed planning, resource allocation, and budget tracking.

  • Scheduling: Develop and maintain rigorous construction schedules using industry-standard tools to ensure on-time delivery.

  • Stakeholder Coordination: Act as the central point of contact between project managers, design engineers, and subcontractors to ensure seamless execution.

Quality & Safety Compliance

  • Site Inspections: Conduct frequent on-site inspections to verify that all work aligns with engineering specifications, local codes, and environmental standards.

  • Problem Solving: Identify technical construction challenges in real-time and develop engineering-sound solutions to keep the project moving.

  • Safety Leadership: Enforce strict adherence to OSHA regulations and company environmental policies to protect the team and the surrounding ecosystem.

Pre-Construction Support

  • Estimating: Assist in the preparation of project estimates and technical bid proposals for new municipal or private contracts.


Qualifications & Requirements

Education & Technical Skills

  • Degree: Bachelor’s degree in Civil Engineering, Environmental Engineering, or a closely related field.

  • Software Proficiency: Experience with project management software such as Primavera P6 or MS Project.

  • Standards Knowledge: Deep understanding of construction practices and regulatory standards specifically related to water/wastewater infrastructure.

Professional Experience

  • Tenure: Minimum of 5 years in construction management.

  • Specialization: Direct experience with water and wastewater treatment plants is required.

  • Leadership: Proven ability to lead diverse teams and manage large-scale budgets ($85k–$110k+ range).
