Head of Digital Health

Website Pinecrest Queensway Community Health Centre

Job Summary

The Digital Health Lead for the Ottawa Ontario Health Team (OHT) is a strategic and operational leadership role focused on the technological transformation of the local healthcare system. As a “Digital Integration Architect,” you will oversee a portfolio of initiatives (e-referral, online appointment booking, AI Scribe) aimed at connecting hospitals, primary care, and community services. This role requires the “wit” to navigate the complex Ontario Health landscape and the “grit” to drive change management among partners with diverging priorities.

Job Details

  • Host Organization: Pinecrest-Queensway Community Health Centre (PQCHC).

  • Client: Ottawa Ontario Health Team (OHT).

  • Location: Ottawa, ON (Community-based approach).

  • Salary Scale: $51.19 to $60.23 per hour.

  • Type: Part-time / On-call (15 to 20 hours per week).

  • Languages: Bilingualism (English/French) is a major asset.

Key Responsibilities: The Digital Transformation Cycle

You act as the pivot point between provincial directives and local clinical execution.

  • Portfolio Management: Manage projects from concept to execution, including funding, planning, and evaluation (e.g., Patients Before Paperwork).

  • Strategic Liaison: Serve as a bridge between family physicians, hospitals, tech vendors, and Ontario Health.

  • Change Management: Assess partner readiness, develop training plans, and facilitate the adoption of digital tools into clinical workflows.

  • Innovation & AI: Identify and deploy solutions such as AI Scribe, remote monitoring, and secure data sharing (PHIPA).

  • Data Governance: Oversee the OHT’s Customer Relationship Management (CRM) system and ensure compliance with cybersecurity standards.

Candidate Profile & Qualifications

  • Education: Degree in health informatics, health administration, or IT (Master’s preferred).

  • Experience: 3 to 5 years of leadership in digital health initiatives or information management.

  • Technical Expertise: Strong knowledge of MS365 PowerApps, Electronic Medical Record (EMR) systems, and privacy legislation (PHIPA/PIPEDA).

  • Interpersonal Skills: Proven ability to manage complex meetings and influence stakeholders without direct hierarchical authority.

Technical Insight: Interoperability in the Ontario System

To succeed in this role, it is essential to understand how data flows between different tiers of care.

  • The OHT Model: Unlike older siloed models, OHTs aim for vertical integration. Your job is to break down “data silos” between primary care and acute care.

  • Clinical Workflows: You must understand the daily reality of a family physician’s office. The introduction of a new tool (like e-referral) must not add administrative burden but rather simplify the “Patients Before Paperwork” process.

  • Health811: You will oversee the integration of Ontario’s health navigation services to improve access to appropriate care for Ottawa citizens.

Statistics and Context: Ontario Digital Health (2025-2026)

The healthcare landscape in Ontario is under constant pressure to digitalize to improve efficiency.

  • Digital Adoption: According to Ontario Health data, over 90% of family physicians now use EMRs, but interoperability remains a major challenge in roughly 40% of care transitions.

  • Health Equity in Ottawa: The Ottawa OHT serves a diverse population where approximately 25% of residents are foreign-born. The digital strategy must account for the digital divide to avoid excluding underserved populations.

  • Cybersecurity: Ransomware attacks against health institutions have increased by nearly 15% annually in Canada since 2023, making your security oversight role crucial.

  • The Main Hub: Located at 1365 Richmond Road, this facility acts as the central nervous system for the community, offering everything from primary medical care to legal aid and employment support.

  • Integrated Service Pillars:

    • Primary Health Care: A team-based approach providing chronic disease management, prenatal care, and mental health support. In 2026, PQCHC has expanded its trans-health and 2SLGBTQ+ specialized services to meet growing regional needs.

    • Community Health and Wellness: Focusing on health promotion through community kitchens, exercise programs for seniors, and youth leadership initiatives.

    • EarlyON Child and Family Centres: Providing a supportive environment for parents and children (0-6 years) to learn and play together, with several satellite locations across the West End.

  • The “Pathway to Education” Program: A signature cultural initiative that provides academic, financial, and social support to high school students in the Foster Farm, Michele Heights, and Britannia communities, significantly increasing graduation rates in these priority neighborhoods.

  • Crisis and Housing Support: PQCHC is at the forefront of Ottawa’s response to the housing crisis, providing intensive case management and housing loss prevention services to vulnerable individuals and families.

  • Bilingual and Diverse Reach: Reflecting Ottawa’s identity, services are offered in both English and French, with additional interpretation support available to ensure that new Canadians and refugees feel welcome and understood.

Working or receiving care at PQCHC means being part of a “Health for All” movement. Whether it’s a senior attending a wellness circle in Westboro or a young professional seeking career guidance, the experience is defined by dignity, respect, and a commitment to removing barriers to a healthy life.
