Job Overview: Airports Safety Management System (SMS) Manager

The City of Fresno is seeking an experienced Airports Safety Management System (SMS) Manager to lead the development and implementation of comprehensive safety frameworks for the city’s aviation facilities, including Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH).

This is a high-level strategic role focused on moving the airport from reactive safety measures to a proactive, risk-based management culture. You will be the primary architect of safety policies that protect passengers, tenants, and the surrounding community.


Key Responsibilities & Strategic Oversight

Program Development & Implementation

  • SMS Architecture: Design and deploy the four pillars of SMS: Safety Policy, Safety Risk Management, Safety Assurance, and Safety Promotion.

  • Risk Mitigation: Identify operational hazards and develop data-driven strategies to mitigate risks before they lead to incidents.

  • Collaborative Leadership: Work across various city departments and with the existing safety team to ensure a unified approach to airport security and emergency response.

Compliance & Standards

  • Regulatory Alignment: Ensure all airport operations remain in strict compliance with FAA Part 139 and the latest federal mandates regarding Safety Management Systems.

  • Continuous Improvement: Establish a non-punitive safety reporting system to encourage internal transparency and identify systemic weaknesses.

  • Auditing: Oversee regular safety audits and inspections to maintain the highest standards of airfield and terminal safety.


Qualifications & Requirements

Professional Experience

  • Tenure: Minimum of 5 years of experience in safety management (aviation-specific experience is highly valued).

  • Education: Bachelor’s Degree in Aviation Management, Aviation Safety, or a related field is preferred.

  • Certifications: An FAA Airfield Management Certificate or equivalent is highly desired.

Mandatory Criteria

  • Licensing: Must possess a valid driver’s license.

  • Compliance: Ability to pass a background check for airport security (SIDA) and comply with the City of Fresno’s Drug and Alcohol Testing Program.

  • Leadership: Proven ability to work independently and manage multiple complex tasks simultaneously.

  • Communication: Exceptional verbal and written skills for presenting safety data to city officials and federal regulators.
